This is a test box, so we can mess with it. Its purpose in life is to run eDir and NetMail (NIMS). After the eDir 8.7 upgrade, the httpd stack is taking over port 80. We want to move httpd from port 80 to some other port (ie: 82), so that NetMail's mod_web can resume life on port 80 like it was before.

You are connecting to the remote port 80 thru a random local port. If you block local port 80 then nobody can access your machine on your port 80. That's good if you have no webserver I did as you instructed and added all of the "permit" rules first, into the policy.. namely port 80 for testing purposes.
